Refurbing a set of steel wheels is not difficult and easily done by yourself. A way of speeding the process up is to get them sand blasted to get the years of crap and rust off and smooth them yourself before painting. I reckon on no more than a days work including painting.

Off course you could get them powder coated, but will be more expensive. The end result would be better though.

On the steel wheels I use in the winter I just paint them with Silver Hammerite and a brush. Needs to be touched up every year and you can see the brush strokes when close but they are winter wheels and the paint is only £9 and it has lasted 3 years!
