My wheels (restoring?)

The wheels on my Rocco have always been the worst part of the car, they were a bit rusty when i bought the car but now they are getting worse.
I can't tell from my little experience whether or not its all surface stuff or if they are just buggered.

What would be the process to restore these wheels?
Is there a step by step guide somewhere on this forum?

These wheels.
They don't look that good any more. Rust on them and they seem to be cracking? i mean the surface finish.

If you're wanting to keep them, just get 'em bead / shot blasted and either powder coated or painted back up in silver :)

Or go the less expensive route and wire brush them to death then prime and spray.
